Does this look like someone has tried to repair the prop or does it look like it may have hit something?

Yes and yes. That's not a proper repair. I hate to guess how long that will last. I'd have it repaired properly before too long.

We bought this boat in January from Oklahoma and we are in NC...so we never tested it on the water until the summer

the steering has been tight the whole time and thought it was the cable so I replaced it and it was a little better and I mean A LITTLE

Could this be a reason for our steering issue or is it possible it's something else?

Shouldn't effect steering. Would be a vibration in the boat.

Only had one issue of vibrating and I think I just had too much weight and people on one side

I'll unhook the rudder tomorrow and see if the rudder is loose... if I turn it by hand and the rudder is easy to turn is that bad?

The steering is loose out of the water and at idle or very slow but at 15-20 it's tight

Everything you've described sounds normal.
Not sure about vibs with weight unless you had prop cavitation.
