Center ballast won't drain and fills on own

Took the LSV 08 for a ride last night, got back into the lift and noticed the center take was completely full. The switch was not on and when I went to drain it would not empty. Had to disconnect and dump in the ballast and use bilge. Any idea why filling on its own?

The sprinkler calve has a By pass switch on it, little black switch. I can't recall but I think it bypasses the electrical. I might be wrong.

Also the valve will get dirty inside and not seat closed properly.

Just take it apart and clean it. Pretty straight forward.
