Side dash panel mount help

My side dash panel came loose and I cannot figure out how to get it remounted?!? I have attached some pictures. Any suggestions would be great!

Two philips screws with large washers that pass through the two 1inch holes in the fiberglass , that screw into the plastic panel which may be broken .
