Swivel board rack

I stumbled on this rack on ebay but no info on model, year or manufacturer -- anybody know by looking at the pics if this would work on my 2013 OBV? It looks to me like there might be a piece missing that mounts the swivel to the tower.

There are definitely parts missing (the arm, tower mounting hrdware)

Looks like the correct rack, but missing some hard to find parts
