Cleaning of Rad a Cage Covers

My 05 LSV has a rad a cage cover and it is devloping black spots. What is the best way to keep it clean without impacting its protection or life? Is this common?

I have used Mothers mag wheel polish. I brought the finish on the tower right back.

Eustace, I am pretty sure that he is referring to the actual boat cover itself.

I have seen products by starbrite and a few others at boaters world that is designed to clean the cover.
