Wakeplate Question

I have an 05 LSV and was wondering if the wake plate lever is supposed to have constant power with key off ? Meaning can you raise and lower the plate with key off ?

Not sure if this helps but I get no movement with the key off. '10 XLV

On my 05 LSV with the key off, the pump has power but the gauge doesn't so the wakeplate will move but the gauge won't register.
