Running rich at altitude

I have a 2005 Outback with the Holley Carb. It seems to be running rich at 3200'. At sea level it runs great. I swapped out the plugs but after a few days it starts to run rich again.

I have read that a jet change is needed. Any suggestions on what size or if this is what I need to do?
