Ballast Self-Filling?

Just like the title says. Hippo Ballast in 02 LSV is self-filling, especially under power. Ski locker bag seems to fill faster than the rears. I've been having to shut the valve until I'm ready to fill it. Anything I need to look for? Boat is at dealership having some other issues fixed and I will tackle this when I get it home. Just looking for some ideas on where to start.

if you have the sprinkler valves i would remove them and check them for debris that could prevent them from closing all the way. also there is a little switch on them and if it is in the wrong position they will be stuck open and that causes water to jet into the bags while underway.
