2001 Moomba Outback speedometer now working

Hi,

I have a 2001 Moomba Outback with dual paddle wheel speedometers, and they're both dead. Both paddle wheels spin fine, but both gauges don't budge from zero. I'd appreciate if someone would offer detailed troubleshooting information.
