ballast not filling

took the boat out yesterday for the maiden voyage 2011.
factory ballast would not fill, its the big hard tank under the rear seat, pump would come on but would not fill. tried while driving and stationary.
where do I begin the figuring out process? I suppose the pump sensed the 52 degree water and just wouldnt let it in, I wanted to work on setup so when the time is right, I am ready to go and dont have to do all my configurations when people are ready to get in the water. summer doesnt appear to be coming this year so it could be a short one.

have you checked the sprinkler value to see if it is opening? If the pump is running the sprinkler valve may not be opening to allow water to flow to the pump. If the sprinkler valve is opening and the pump is running you may have a clogged strainer if your boat has one installed between the thru hull and the sprinkler valve.

I don't have sprinkler valves in mine so my advice is limited.
