i want to replace my black plastic fuel filler and gas cap with a chrome one. Help pl

I unscrewed the four screws at the top which felt completely stripped then tried to lift. No movement so I guess I somehow have to come from underneath. Ideas on this? How is it connected to tube? Best source for chrome one?
