ballast filling issue

Has anyone else ever had an issue with both rear bags filling at the same time even if you only have one pump on. Also I have noticed if my bags are completly empty, at cruising or high speeds my bags will fill themselves. The boat is an 07 outback v. Thanks.

Have a look at the sprinkler vlavles to make sure the levers are at the "on" position.
