I've never seen torque specs for any hull related fasteners, only driveline. Make sure there are large flat washers under the hull and tighten them real good. I changed all my nut/lock washer/flat washer combo's to nyloc/flat washers as they loosen far less.

Exactly, in fact check everything you can get to. You'll be amazed what works loose. In fact pretty much anything that has a nut and lock washer will come loose, especially the interior bolt/nuts for some blasted reason!
